Hiroshima e Nagasaki 1945-2019

For a Nuclear Weapon-Free, Peaceful and Just World

Messaggio a Yuri Horie, vicepresidente e responsabile delle relazioni internazionali della Federazione delle Donne Giapponesi (FUDANREN), nel 74° anniversario della tragedia di Hiroshima e Nagasaki. 

Per un mondo libero dalle armi nucleari, pacifico e giusto.

Cara Yuri Horie, care amiche di FUDANREN,

per vostro tramite inviamo un augurio di grande successo  sia alla Conferenza Mondiale 2019 contro le bombe A e H che si tiene a Hiroshima e Nagasaki dal 3 al 9 agosto che al Forum delle Donne “No Nucleare!” che si tiene l’8 agosto a Nagasaki, ai quali parteciperete.

Come voi ci ricordate, quest’anno fanno 74 anni da che le prime bombe atomiche furono sganciate su Hiroshima e Nagasaki, causando la morte di centinaia di migliaia di esseri umani e inenarrabili danni alle persone e all’ambiente, che si trasmettono alle generazioni nate dopo la guerra.

Nonostante il terribile monito rappresentato dalle testimonianze degli Hibakusha, i sopravvissuti alle bombe, oggi sono distribuite in nove arsenali nel mondo oltre 13mila armi nucleari, che minacciano di distruzione l’intero pianeta ogni momento. Esse costituiscono il micidiale lascito di cui l’umanità fatica a disfarsi.

Come ogni anno, la nostra organizzazione, nella rete delle organizzazioni per la pace, coglie questa dolorosa occasione per rammentare a tutti noi che una guerra nucleare è una minaccia costante per le vite umane e per l’ecosistema planetario molto più concreta di quanto non si creda, poiché può essere scatenata per caso, per incidente o errore di calcolo.

Inoltre, la logica della deterrenza nucleare e la minaccia di distruzione reciproca rappresenta un incentivo, e non un freno, all’accumulazione di sempre più micidiali ordigni nucleari.

Per questo noi sosteniamo fortemente la via indicata dal Trattato per la Proibizione delle Armi Nucleari (TPNW) che è stato approvato dall’Assemblea Generale delle Nazioni Unite il 7 luglio 2017 con 122 voti a favore.

L’Italia non è ufficialmente un paese dotato di armi nucleari, grazie al fatto che il popolo italiano ha espresso il suo rifiuto del nucleare, sia per uso civile che militare, in un referendum del 1987; volontà confermata da un secondo referendum del 2011. Tuttavia, in quanto paese membro della NATO e alleato degli Stati Uniti, è costretta ad ospitare sul suo territorio testate nucleari nelle basi militari di Ghedi e Aviano.

Il problema della presenza di testate nucleari Usa sul nostro territorio è tra quelli più fortemente trattati nelle campagne per il disarmo nucleare a cui L’AWMR Italia partecipa da anni, nell’ambito della rete delle organizzazioni per la pace. Lo scorso anno, migliaia di firme sono state raccolte in calce a un appello che chiedeva al governo italiano di firmare e ratificare il TPNW.

Il governo italiano è stato “assente” dal percorso che ha portato all’adozione del TPNW da parte dell’Assemblea Generale delle NU, ma questa “assenza” non era casuale, essa ha costituiva un allineamento di fatto con le potenze nucleari che contrastano il Trattato. Questo comportamento ambiguo ci indigna profondamente.

La campagna continua quest’anno e noi torniamo a chiedere che l’Italia esca fuori dall’ambiguità e contribuisca al raggiungimento del numero di ratifiche necessarie perché il TPNW entri in vigore nel 2020.

Nello stesso tempo continuiamo a chiedere che l’Italia esca dalla NATO, strumento estremamente costoso e pericoloso di guerra imperialista. Chiediamo di uscire fuori da qualsiasi “ombrello” nucleare e dall’alleanza militare con gli Usa, i quali,  facendo saltare uno a uno i trattati bilaterali, multilaterali e internazionali sottoscritti finora, rimangono l’“ipocrita nucleare” numero uno.

Tutti gli stati, sia quelli dotati di armi nucleari, sia quelli sotto l’ombrello nucleare di altri, dovrebbero cooperare a fermare la nuova escalation nucleare. Tutti gli stati, pur nel rispetto del diritto di ciascuno all’ autodifesa, dovrebbe contribuire al percorso di disarmo offerto dal TPNW sulla base del diritto internazionale.

Le donne e i popoli del mondo chiedono che il disarmo nucleare diventi una priorità di tutti gli stati e che questa lunga storia di terrore abbia fine. Con questa consapevolezza, ribadiamo il nostro augurio di grande successo  alla Conferenza mondiale contro le bome A e H del 3-9 agosto 2019 e al Forum delle donne dell’8 agosto 2019 a Hiroshima e Nagasaki.

Saremo molto grate alla presidente di FUDANREN Masako Shibata se vorrà portare il nostro saluto e la nostra voce solidale in ambedue gli eventi.

Dear Yuri Horie, dear Friends from FUDANREN,

We wish a great success to the 2019 World Conference against  A  and H Bombs held in Hiroshima and Nagasaki from August 3 to 9 and the “No nukes!Women’s forum” held on August 8 in Nagasaki, you are taking part to.

This year it is 74 years since the first atomic bomb was dropped on Hiroshima and Nagasaki, where hundreds of thousands of people were killed and unspeakable damages to people and the environment were caused, which continue to hit generations born after the war.

Despite the tremendous warning represented by the testimonies of the Hibakusha, the survivors of the nuclear bomb, today over 13.000 nuclear weapons are distributed in nine arsenals in the world and they threaten the entire planet with destruction every moment. They are the mortal legacy of which humanity is struggling to free itself.

As every year, our organization, within the network of peace organizations, takes the opportunity of this painful date to remind everyone that a nuclear war is a looming threat to the lives of peoples and to the planetary ecosystem much more concretely than is believed, since it can even be triggered randomly, by accident or by miscalculation.

Moreover, the logic of nuclear deterrence represents and the threat of mutual destruction represents an incentive for accumulation of increasingly deadly nuclear weapons. This is why we strongly support the path indicated by the Treaty for the Prohibition of Nuclear Weapons (NPNW) that was adopted by the UN General Assembly, on 7 July 2017 with 122 votes in favor.

Italy is not officially a nuclear-armed country thanks to the fact that the Italian people expressed its rejection of nuclear power, both for civil and military use, in the 1987  referendum, confirmed by a second referendum in 2011. However, Italy, as a NATO member country and an ally of the United States, is obliged to host US nuclear bombs in the US military bases of Ghedi and Aviano.

The problem of the presence of US nuclear warheads on our territory is one of the issues strongly addressed by nuclear disarmament campaigns in which AWMR Italia has been participating for years, within the network of peace organizations. Last year, thousands of signatures have been collected at the bottom of an appeal that urges the Italian government to sign and ratify the TPNW.

The Italian government has been “absent” from the negotiations that led to the adoption of the TPNW, but this “absence” represented a de facto alignment with the nuclear countries that oppose the treaty. This ambiguous behavior profoundly angers us.

Campaigns continue this year and we strongly demand that Italy comes out of ambiguity and contribute to the TPNW reaching the number of ratifications necessary for the Treaty to enter into force by 2020.

At the same time we continue to demand Italy's exit from NATO, which is an extremely expensive and dangerous imperialist war instrument. We demand to get out of any nuclear “umbrella” and any military alliance with the US, which remains the greatest nuclear hypocrite and is collapsing one by one the bilateral, multilateral, international treaties signed so far.

All states, including nuclear-armed states and “under nuclear umbrella” countries, should cooperate to stop the dangerous new nuclear escalation. All states, while respecting their right to self-defense, should join the disarmament path provided by TPNW on the basis of international law.

Women and peoples of the world demand that nuclear disarmament become a priority for all states and this long history of terror comes to an end. With this in mind, we reiterate our best wishes for the 2019 World Conference against  A  and H Bombs held in in Hiroshima and Nagasaki from August 3 to 9 and the “No nukes!Women’s forum” held on August 8 in Nagasaki.
